Sounds like an "Oh!". Maybe Noodles or Greg.. Kinda off-beat, though. It's strange.

Many Offspring songs have that kind of sounds. Bad Habit has some I think, as well as I Choose.
The "Offspring touch" I`d call it...

Not really a secret, he says "ok" at the beginning of the song every time they play it live.

To me, it sounds like the "oh" of a chick getting fucked. That's just me though.

I think its a sound made accidentaly by some instrument (Bass, I`d say)

What about the random beeping sound at 1:24 on Long Way Home?

Oh, and the old guy after Change the World saying "I think you guys should try heavy metal. Kiss my ass! ha ha ha ha." I almost pissed myself the first time I heard that :D.

could be an instrument string?

It reminds me of that baby cry in "Longview" by Green Day. It's just a random sound thing. Or maybe a mistake in mixing.

There is also a strange noise (like a beep) in Not the One. I think it is just before the last, fast verse...creepy

Actually I'm fairly certain, that it's the guitar
It can make this kinda sound when your pulling your fingers across the string, someone (probably noodles) was getting ready to play a "tie in part" and just did that over a part that was already recorded, that kinda shit is edited out (esp with computers nowadays) but that was probably forgotten, since it's kinda hard to hear anyway. If you go to 2:08 on genocide when it's only the guitar playing you'll hear pretty much the same noise between chord changes.. to know what I'm talking about.
