Virtually the whole world is going to sign a treaty about climate change this December. Obama had a speach to the UN (http://www.youtube.com/watch?v=MQRlurd1-VE) about the treaty.

I'm generally a climate change resolution skeptic, in that I believe we'll never pass meaningful legislation and enforce it.

Well just getting it enforced in a couple of countries with a big market is probably enough. Who then introduce a hefty tax on imports from countries that don't enforce it (similar to a recent Sarkozy proposal). This would help a lot (and isn't against WTO regulations from what I have read). So get like Germany and France convinced it's a good idea. Which gets it enforced through the whole EU and most other countries would have to follow it (kinda like how a bunch of EU enviromental and safety regulations are pretty much the defacto world standard, because they are stricter than what other countries usually have and it's a big exporting market for their products).

This is probably how it's gonna be done anyway.
