The 30 second rule is excellent. Ten character business I'm not so keen on.

i don't mind either of them.. usually manage to make my posts over 10 characters, and i don't post quickly so yeah.. neither of them bother me

the 10 character one...sometimes you just need to post one word. and when you have to add crap to make it long enougf the whole effect of your post is gone.
the 30 seconds one is not too bad.
30 secs is awesome. Needed. But fuckers like subsidal still spam it up.
[it wants me to vote for 10 char rule, I guess. didn't let me submit my reply when it only had "neither!". funny.]

10 character rule. It's completely pointless. Because you'll still post the little message but either add dots or "ten characters" underneath.

The "dirtybird is allowed to make threads" rule bothers me a lot.
Just kidding. The 10 character rule kinda sucks due to reasons stated by the Bringer of Nights Unholy. But I kinda support both rules too.
