I know what makes a poll different, but what is a sticky. How do they even create polls or stickies? How come I used to be able to see poll results and who voted what, but now I can't?

A sticky is a thread that always stays at the top of the list of threads. Like the ones with forum rules etc.

Stickies are threads that never disappear from the first page of a particular section or all forum sections (if set to global) unless they are un-stickied. They usually contain some important information, like forum rules, announcements and so on. Regular users can't create stickies. As for the question about polls, I guess you're no longer able to see who voted what once you cast your vote (or it's not a public poll).

yes.

when you make a new thread, there is a "add a poll" option.

And those threads were locked, but not unstickied, because they wanted people to be able to read them and there is no point in responding to them.

yes, mostly they will do it if its a thread that contains important information or if its a thread that they don't want people to start anymore of. Like there is the interview thread in General Offsping Discussion. If anyone starts a thread about an Offspring interview, it gets moved there. And there is the Welcome Thread in General chat, which serves a similar function for new users to post in.

"mods and the likes"

Means mods and people with similar abilities on this board, like admins.
