Hmmm well none of those singers you named sing punk music, and let's face it you don't have to have any talent to sing punk music. It's a pretty open competition if you ask me so I'll just say John Lydon.

Hmm... no idea who is best...

Mike Ness definitely blew me away with his sexy punk rock on Monday!

Also, I think Dave Vanian, from the Damned, is a great singer.

Firstly, Nirvana = grunge...grunge is a style of metal with a touch of punk, so they're technically a metal band, not a punk band.
Green Day = pop punk (but they're damn good at it), and Billie Joe is nowhere near the best punk singer
Offspring = sometimes punk, vocals are too processed, no feeling, blah blah blah

My guess would be Cedric from ATDI/Mars Volta, (I prefer the latter) though Mars Volta is more a prog-emocore band than straight punk, but dammit, there's more punk in their one album than any of the bands you mentioned put together

I also like Blake Schwarzenbach or whatever the crap his name is from Jawbreaker and Jets to Brazil. Jawbreaker was the more punk of the two, but Jets to Brazil is like 30 times better.

And yes, Eddie Vedder rocks, but they're not punk
